The temporary closures on these routes have been extended, I expect due to the wet weather. Nothing to indicate that they don't intend to implement the proposed permits scheme. Will try to find out when they're intending to opened the routes again and launch the permit scheme.

Dear All

We would like to take this opportunity to let you know about the changes that are about to be implemented on the Byways Open to All Traffic (BOATs) in Bentworth and Wield.

As described in the Covering Letter sent with the attached email from August 2013, we have been gradually opening the BOATs affected to different classes of users. Our original intention was to do this at the same time for all the BOATs. However, local differences in conditions and network connectivity have meant that some routes were ready to be opened sooner than others, and our policy requires us to take the least restrictive option and open the routes as soon as we can. The affected BOATs can be grouped within 3 distinct areas. These areas are:

· Wield BOAT 17
· Bentworth BOAT 23 (Dirty Lane and Jenny Green Lane), Wield BOATs 19 and 20
· Bentworth BOATs 27 and 28

A temporary closure is still in place on Wield BOAT 17 meaning that this route remains closed to all users. We plan to undertake further works to this route during the summer of 2014.

We are part way through the staggered reopening of Bentworth 23 and Wield 19 and 20.This was delayed due to issues with excessive water run-off from Trinity Road affecting BOAT 23. These routes are currently open to walkers only and we plan to open them to cyclists on 12 July 2014. Once we are satisfied that the BOATs will not be at risk of damage, the Experimental Traffic Regulation Order (ETRO) will then be introduced on these routes.

The staggered reopening of Bentworth BOATs 27 and 28 has gone well so far. These routes are currently open to all types of non-vehicular traffic and there has been no evidence of damage to the routes caused by either legal or illegal use. Monitoring of the routes has taken place which has shown that the restrictions have been effective, and we therefore feel that the ETRO can be introduced on these routes to allow motor vehicle use by permit holders only from 28 May 2014.

Permits will be issued only on receipt of a completed application form. The form incorporates an agreement to abide by the Code of Conduct. The application form and Code of Conduct can be downloaded from our website as follows: http://www3.hants.gov.uk/row/vehicles-row.htm. Applications can be made for a permit to use these routes with vehicles from today.

The BOATs which are subject to the ETRO will be gated and secured by combination padlocks. Permit holders will receive the code for one type of padlock, and landowners will have a different code for their padlock. Officers from both Hampshire County Council and the Police will be undertaking spot checks of vehicle users, and local people and other users can also report anything untoward that they see via the attached form. Any user who breaches the Code of Conduct will have all their permits revoked by HCC.

Hampshire County Council will continue the regular monitoring of all of these routes in order to increase our understanding of the effectiveness of the use of permits in the management of BOATs. You will continue to receive updates to this project as and when any changes occur. Please inform us if you no longer wish to receive updates.

Thank you for your representation regarding the proposed Experimental Traffic Regulation Order (ETRO) in respect of Byways Open to All Traffic (BOATs) in the parishes of Bentworth and Wield.

The representations sent in response to our original consultation in February 2013 have now been considered. Although due to the vast number of responses received it has not been possible to issue a detailed response to each representation, the attached ‘Summary of Representations’ shows officer comments on the general issues and concerns that were raised.

The attached covering letter provides further information, including details of the next steps available to the County Council.

The next lot of lanes at Bentworth and Wield are due to re-open in a few weeks on 19 December. (Was told it would happen last week).
