Brake Pads for the DRZ-400 SM

So, when I purchased the bike, the box of bits had a set of front pads.... looking new i fitted them and gave them a good ride to bed them in.... however, they feel as spongy and hell. However, the weird thing is that immediately after they get wet, after going through a puddle or through a stream, they have great bite. And then they dry out after few minutes and are back to their spongy self.

Can anyone shed any light on this please?

Also, I will be changing them. What would you suggest please?
