TRF at the House of Lords

The TRF has been invited by the House of Lords to evidence as part of a review into the NERC act.

Jonathan Dingle, Andrew Dalton, John Vannuffel, Mario Costa-Sa, Stewart Bosworth will form the team representing the TRF.

“In June of this year, the House of Lords established a Committee to conduct a review of the Natural Environment and Rural Communities Act 2006. The 2006 Act contained many provisions, including the legislation which created Natural England and defined its objectives, as well as sections which changed the classification and use of certain rights of way. At its meeting on Tuesday 21 November, the Committee is intending to look at a number of issues around countryside access; the Committee would like to invite the Trail Riders Fellowship to provide a witness to give evidence at this meeting, as part of a panel. The meeting is scheduled to take place from 11am to 1pm in Committee Room One of the House of Lords, although the evidence session would only last for approx. forty minutes within this window (we would be able to confirm precise timings shortly)

NERC 4 and what TRF Groups can do

The original NERC Act (Natural Environment and Rural Communities Act 2006) resulted in the loss of approximately 6% of access to the Rights of Way network by removing motor vehicle rights on much of our network, unless exemptions apply.

This was followed by "NERC 2" - The Deregulation bill, where LARA, the TRF's previous Technical Director Robin Hickin, Dave Tilbury and the TRF Members through the TRF write to your MP campaigns successfully held off further legislation against Trail Riding.
The TRF Groups donated £50k to the fighting fund some 3 years ago enabling this defence.

"NERC 3" is still with us - in the form of the Motoring Stakeholders Working Group (MSWG)- where we are being defended directly, by a TRF Team led by Technical Director John Vannuffel who has a seat at MSWG. John is supported by TRF Groups, and individual members, in particular, Devon TRF and James Higgs amongst others. There is close cooperation with LARA (Alan Kind) and Duncan Green (GLASS). This defence of our interests has been done at low cost to the TRF, and hence the TRF Finance Directors recent position of no request for donations to the fighting fund has been made for the past 3 years.

Regrettably - the Directors are unable to support any donations to PDVUG due to an approach that is viewed as damaging to the interests of Trail Riders and motorcyclists. We would request that support from TRF groups for PDVUG is withheld until this is resolved.

NERC 4 is now upon us and the invitation from the House of Lords is the first sign of our next fight.

It is time for the TRF groups to look at funding the next stage in our fight in the same way as the generous donations at the time of the Deregulation Bill -saved us from harm.

The Finance Director is looking at funding at present - the likely outcome is to request that groups resume donations to the TRF fighting fund which will fund our fight against "NERC 4 " and the increased rate of new cases.
