I have just created a test user with new user permissions and tested this on the latest tapatalk app. i also cloned your user account and made a 2nd test user to see what would happen. i sent you a couple of pms without any warnings or errors.
something i did spot whilst in the app was there are two options for sending pm's. the first one which is really obvious when you first go to the forum is the PM button to send a PM to someone with a tapatalk account (i think - this didn't work for me sending you a message because i don't have a tapatalk account). the 2nd PM button is after you tap on the mail icon. this one is the one you should use. this allowed me to send PMs without problems.
If that doesn't work for you then it's probably the iPhone app you're using. Either wait to see if others have the same issues or a fix from Tapatalk. You could also try uninstalling and reinstalling the app as many websites suggest this when things don't work properly.

When I try entry my User Control Panel I get the following error
ERROR 503 - Service Unavailable!

Thanks for the upgrade Dave.
Note for fellow users - The User Control Panel has now moved, it used to be clear on the forum. You now have to left click on your user name and you will see the option. You will need to go to User Control Panel to select or amend digests, messages and other good stuff.

In webview, there is a new menu drop down at top left of the page. View active is one of the menu items.
In Tapatalk, you can view the forum in this way (most recent). It a tapatalk setting.
